Il faut un employé par tranche de 850 habitants. Il y a 6 employés max par catégorie = 5100 habitants max.
Alors si vous êtes à 5000 habitants et qu'il y en a 500 qui arrivent, ça fait 5500 habitants et donc c'est normal qu'il y en ait qui partent.
